Doc2Work was created for migrants from Myanmar and Cambodia working in Thailand. The app guides workers on how to obtain and maintain their work documents including visa, work permit and pink card, and for fisherman, a Seabook.

Migrants wishing to work in Thailand can have social welfare benefits including access to health care and social security so as long as they obtain all the right documentation including visa, work permit and pink card and are registered for social welfare. For migrants who wish to work on a fishing vessel, a Seabook is also needed to access all social welfare benefits for fishermen including transport costs to return to shore in case or emergency.
For fishermen, having a “Seabook” might prevent you from trouble and provide additional benefits:
• The Seabook can be used as another form of personal identification. You can show it to government officers who request for inspection (e.g. PIPO) and to access social services (e.g. at a hospital) otherwise you can be fined up 10,000 THB for not being able to present it upon request or in some cases, you can get deported or detained.
• The Seabook includes information about the vessel and vessel owner. You can share this information with your friends and family who can keep track of your whereabouts. If you don’t have it then you might face difficulty in reporting mistreatment complaints.
• The Seabook will be updated by the Department of Fisheries if you change your employer so you will have a full record of your work history to showcase your experience. Without a Seabook, you might find it hard to present your working record or work with new employer.
Benefits of the Document Checklist:
• Know what work documentation you need to work in Thailand.
• Know which government department you need to visit to apply for each document.
• Track your progress on obtaining all the documents needed.
• If you use an agent, you can verify that your agent has processed all of your work documentation correctly by making sure you have all the documents in the checklist.
Keeping a digital copy of all your work documents (including your Seabook) for safekeeping will help you:
• Provide digital copies for missing documents or replacement in case you fail to keep hard copies or receipt. You can present to PIPO team or the police when your vessel comes into port or if you travel out of your province
• Show a digital copy if you need to go to the hospital or access other social services if you don’t have hard copies
• Get replacement documents more quickly by using digital copies as a back up reference.
• Show you have obtained all the work documents even if they get lost and no hard copies of documents or receipt presented.
• Access a record of your fishing vessel and employer and work history wherever you go.
