As the population increases extensively, more and more people are crowding into the city. This has an impact on the needs of urban infrastructure and land use that will change rapidly and drastically, so urban planning must be regulated or regenerated especially to the waste issues. The location of community service facilities related to waste management should be given more attention, while the unavailability of software platforms that can assist in planning is still minimal and cost less. Therefore the e-luu system is proposed to overcome this problem. E-luu consists of temporary garbage collection model (TPS), trees, parks, and settlements. With appropriate algorithms, the system is built with regard to conditions rather than wind direction and distance between TPS, trees, parks and settlements. In addition, an evaluation index is proposed to evaluate the planned site planning scheme by providing different staining on each marker, red for locations considered to be vulnerable and green for the suggested location. And finally, the new models and methods used in the location analysis for these urban public service facilities are successfully implemented and show their effectiveness.
