"Swachhagrahi" for monitoring SBM-G activities

At present, applications are being submitted by the beneficiaries for toilet construction by personally visiting the Gram Panchayat. These applications are verified manually by the Gram Panchayat and sent to the Development Officer, Panchayat Samiti for payment. Similarly, the payment claims of the Swachhagrahis are also being sent manually by the Gram Panchayat to the Development Officer, Panchayat Samiti for payment. In this process there are challenges of duplication of submitted documents, submission of wrong documents, frequent visits by the beneficiary to the offices and delay in payment. To overcome these challenges, a simple, accessible and transparent mechanism has been provided through online process by “Swachhagrahi Mobile App” and “Swachh Rajasthan (Grameen) Portal”.

The Swachhagrahi app would provide the benefit of time bound monitoring through the online process of toilet construction and payment, thereby ensuring negligible possibility of financial irregularities. There will be a reduction in human labor and financial expenditure in the verification process of the government at various levels.

To achieve the goal of clean villages through solid and liquid waste management, by bringing the key stakeholders online at the village level, the app will play a major role. It would also bring behavior change and increase in public awareness among the villagers which will have a direct impact on the cleanliness of the village.

Key components of "Swachhagrahi Mobile App" and “Swachh Rajasthan (Grameen) Portal”:

Online application by the beneficiaries themselves by logging in.

Online application from co-login of Swachhagrahi for digitally incapable beneficiaries.

Verification of eligible, ineligible beneficiaries by the Gram Panchayat.

Maintaining database of newly eligible beneficiaries.

Verification of toilet construction and Utilization certificate by Gram Panchayat through Swachhagrahis and sending approval for the first/ last installment to the Block Development Officer.

Verification and payment will be done by the Block Development Officer, with the help of “Swachh Rajasthan (Rural) Portal”.

To send message of all the activities to beneficiary and Swachhagrahis and to provide updated information about the current status through the app.

To verify the payment claims of Swachhagrahis through Block Coordinator and send recommendation to Block Development Officer for payment.
