Mikoto Misaka (御坂 美琴) is one of the series' main heroines in Toaru Majutsu no Index series and the protagonist of her side story, Toaru Kagaku no Railgun. A psychic user of Academy City, her powers are ranked Level 5, the highest rank for the most powerful psychic users, and she ranks as third-strongest out of the seven people who hold this rank in Academy City.

She attends Tokiwadai Middle School, a famous girls' school for the rich and elite psychics and one of the five elite schools of Academy City. To most people, she is considered a proper lady, but in reality, she has a short-tempered, prideful, and improper attitude with some tomboyish tendencies and insecurities, a fact few other characters know. She is fond of cute, childish things, such as flowery pajamas and Gekota, the popular frog mascot franchise. She has a strong sense of morals and hates injustice, contrary to what she claims. Her power is to generate electricity; she is powerful enough to cause a blackout in the city, make instant railguns by using coins as projectiles, and use electricity to magnetically attract iron particles around her into a chain-sword whip. She can also manipulate electrical objects such as networks and security systems. She has a one-sided rivalry with Touma, who nicknames her "Biribiri" (ビリビリ, relating to the sound of an electric shock), ever since their first meeting before the events of the first novel when he first dissipated her electricity. Since that incident, she is always trying to have a proper match with Touma and defeat him despite his many attempts to avoid conflict with her.

Kuroko Shirai (白井 黒子) Mikoto's junior in Tokiwadai Middle School and a protagonist in Toaru Kagaku no Railgun and main character in the eighth volume of the Toaru Majutsu no Index light novels.

A Level 4 ESPer, she is a member of Judgment, a special public committee group whose duty is to maintain peace and order in Academy City. She has an unhealthy obsession with Mikoto, who she calls "Onee-sama" (big sister); she is on the constant lookout for a chance to get physically intimate with Mikoto (and getting called a pervert in the process), and tends to get jealous if someone else gets her attention; this unfortunately happens to be Tōma since he has caught the attention of Mikoto for various reasons. However, it's been shown on few occasions that she is genuinely in love with Mikoto, even allowing herself to get severely hurt (see Tree Remnant arc) in order to help Mikoto. She is classified as Mikoto Misaka's best friend. Her power is instant teleportation, which allows her to teleport herself and anything in her possession as long it weighs under around 130-137 kilograms to anywhere in a radius of around 81-85 meters. She generally carries a strap of needles around her leg that she can teleport to pin down enemies. One disadvantage of her power is that she has to concentrate on where she, the object(s), and/or person she holds would be teleported to, for any disturbance in her concentration will make her powers useless.
